I just happened across Channel 23, and instead of old footage of traditional stuff, which I often watch, I found live news. Lead Story was Dugan, no surprise. My case.
Frankly, I thought the lead story should have been Koror State's decision to contract ships to lay up here when not in use (it was about 5th in the lineup). At any price, that will destroy tourism. It's an environmental issue, but also a an aesthetic, visual problem for every visitor -- thus a tourism issue. The place Koror has chosen is insane -- it is directly on the small-boat -- and tourist -- route to all dive sites in the South of the Rock Islands.
I would protest that.

KOROR (Palau Horizon) – The Supreme Court has found probable cause to charge James Otho Harrison Dugan with 39 counts of attempted grand larceny, forgery, attempted cheating, cheating, unlawful issuance of bank checks or drafts and money laundering.

In the court order of Associate Justice Alexandra Foster dated October 23, she stated in her order that Dugan who is now facing multiple charges for attempted grand larceny and money laundering appeared to have criminal history in the US and was incarcerated in 2007. KOROR (Palau Horizon) – Demolition of explosive remnants of war found in Peleliu is scheduled on Nov. 2. Cassandra McKeown, Finance Director and co-founder of Cleared Ground Demining said that the demolition is to get rid of the ERWs, collected during the clearance phase.

Man arrested for $22 Billion money laundering in Palau .

KOROR (Palau Horizon) – Palau authorities has uncovered a big money laundering case when a man said to be invited by President Toribiong to help with the construction projects was arrested last week while he was about to depart the county.
James Otho Harrison Dugan was arrested on Wednesday while at the Palau International Airport while he was about to depart the country. Patrol Division Chief Ismael Aguon served the arrest warrant to Dugan at 5:55 pm on Wednesday for multiple criminal charges including forgery, attempted cheating, attempted grand larceny and money laundering.
Dugan was brought to the court on Thursday afternoon for bail hearing before Associate Justice Alexandra Foster. Assistant Attorney General Ronald Ledgerwood who is prosecuting the case recommended that bail cash would be $200,000. Dugan who was represented by Public Defender Jason Shaw was not able to post bail so he was remanded into custody. ( Read more... )

KOROR (Palau Horizon) - President Johnson Toribiong has granted executive clemency to three convicts. He commuted Antonio Borja’s sentence, placing him under a work release program so he can be out of jail from 6 a.m. to 6 p.m.
Borja was convicted of illegal fishing and fishing using scuba. He will not be released to participate in the work release program until he has secured full time employment and pay the fines imposed on him.

KOROR (Palau Horizon) – The DUI case filed against an Assistant Attorney General was dismissed with prejudice after the court found there was a sufficient ground for dismissal of the charge.
